Centre county is simple, just send them a copy of your delaware permit and a check and get your Pa permit about a week later. The drawback is that the permit is even cheaper looking than the delaware permit. Some of the counties will give you a better looking permit with a picture and well laminated but you would need to go to that courthouse twice, once to drop off the app and once to pick up the LTC.
