I have always been under the impression that none of your 5 references can be related to you but I don't necessarily see this written in the procedures.
Does anyone know if you are allowed to use a relative as a reference?

Per what is written in the law, there is nothing EXCLUDING your references being related to you.
On the reference letter itself, it clearly states that CANNOT be related to you.
"REFERENCE MAY NOT BE RELATED TO APPLICANT"

When I applied I sent in 6 references, as one of my references was in Florida over the winter. All but 1 of my references I have known for 20 years or more. They were all land owners of good reputation. None were relatives. I had my DECCW in hand in 8 weeks.
