news paper filing

if someone lives  in the 19805 zip code do they have to use the news journal? or can they use the the new castle news or some other paper?

I found out where to put my notice from my ccw instructor, Dave Johnson - so there is some sort of official list out there, I just do not remember where he got it.

I've never seen a list. I'm sure the newspaper could tell you if they serve at least 35% of the population of your zip code, which is the criteria.

The news paper must serve a certain% of your zip code. The New Castle paper doesn't serve your zip code.

Of course that's not scientific and who knows how accurate that list is, but maybe it will help??  It would be helpful if someone who has that magic list would freakin share it!!!!!  ugh.
